Roughly a week after visiting America by scaling a barbed wire fence then clinging to the undercarriage of a Plymouth Duster, Mexican President Vicente Fox is refusing to return to his native country. He is holed up in Washington, D.C., where he has offered to do President Bush's job for $2 an hour and a cot in the kitchen.
